Peru’s Congress Declares Potential Recovery of Covadonga Wreck a Matter of National Interest

The Culture Ministry will coordinate with defense and local governments, with any salvage proceeding only if conservation assessments deem it feasible.

Overview

  • Lawmakers approved the measure with 71 votes in favor, 3 against and 13 abstentions in a plenary vote.
  • The initiative recognizes the wreck as underwater cultural heritage and frames recovery as an act of historical and cultural rescue.
  • The goleta Virgen de la Covadonga was of Spanish origin, was captured by Chile in 1865 after the Papudo engagement and sank off Chancay on September 13, 1880.
  • Congresswoman Susel Paredes presented the proposal, citing a longstanding call from Chancay residents, military circles and patriotic societies.
  • The law assigns interagency planning to the Ministry of Culture in coordination with the Ministry of Defense, the Lima regional government and the Municipality of Chancay.
