Overview
- Lawmakers passed three reglamentos for the bicameral Congress with recorded tallies: 79–20–5 for the general Congress rules, 75–17–5 for the Chamber of Deputies, and 75–20–4 for the Senate.
- The regulatory package comprises detailed texts of 153 articles for the Congress, 197 for the Deputies, and 204 for the Senate, covering organization, procedures, and coordination.
- Under the new design, the Chamber of Deputies holds legislative initiative and political oversight, while the Senate handles bill revision, normative control of the Executive, and appointment or ratification of senior officials.
- Routine virtual sittings will be discontinued once the bicameral Congress begins, with in-person sessions required except in emergencies.
- Implementation tracks the 2026 calendar, with elections in April and both chambers scheduled to install and begin sessions in July, even as disputes continue over legislative inviolability, the Ethics body, and the removal of the Commission of Pueblos Andinos.
