Peru’s Congress Approves 8th AFP Withdrawal as Promulgation Lags

The signed bill has not yet reached President Dina Boluarte for promulgation, leaving the start date contingent on subsequent SBS rules.

Overview

  • Lawmakers passed the measure on September 17 to allow all private pension affiliates to withdraw up to 4 UIT (S/21,400) from their accounts.
  • Congress has not delivered the autógrafa to the Executive; Boluarte has expressed support, and once promulgated the SBS will have up to 30 days to issue the operating regulation.
  • After the regulation, AFPs will enable web portals and a 90‑day window for requests, with up to 1 UIT paid every 30 days starting 30 days after each filing.
  • Experts and the economy minister project, if procedures move quickly, requests could open in October and first disbursements begin in November 2025.
  • The funds are declared intangible except for court‑ordered alimony withholdings, and the SBS estimates outflows of about S/31.6 billion from the system.
