Peru’s Comisión Permanente Convenes to Exercise Limited Legislative Powers Through July 15

The panel will process urgent and pending bills under constitutional limits that bar reforms, international treaties, organic laws and the national budget as Congress prepares a bicameral transition

Overview

  • The Comisión Permanente will meet at 9:00 a.m. on Thursday, July 9 to take on legislative duties delegated by Resolución Legislativa N.° 011-2025-2026-CR and will remain empowered through July 15.
  • The resolution gives the body authority to examine dictámenes and projects on the Pleno agenda and to consider urgent proposals sent by the executive, following article 105 of the Constitution.
  • The panel cannot approve constitutional reforms, international treaties, laws of organic rank or the annual budget, which limits what can move while the full Pleno is out of session.
  • ONPE confirmed the Mesa Directiva de la Junta Preparatoria with Miguel Torres Morales as president and Fernando Rospigliosi listed as first secretary, steps that set the calendar for electing Senadores and Diputados leadership on July 26–27 and their assumption of office on July 28.
  • The session will take up a wide agenda of more than 60 items including security, mining, health and education measures, and its decisions could affect emergency responses, public services and permits before the new bicameral chambers take office.
