- Under the decrees the National Police (PNP) leads internal-order operations with support from the Armed Forces and a new Comando de Coordinación Operativa Unificada (CCO) was created to coordinate district, intelligence and operational actions.
- The measures authorize use of drones, video surveillance, satellite imagery, shared police-penitentiary-financial data, rewards for fugitives, and stepped-up controls on prison communications including signal-blocking and staff polygraph checks.
- The Municipalidad Metropolitana de Lima also declared a 60-day metropolitan emergency to boost serenazgo forces, expand videovigilance and use emergency contracting to buy equipment and services quickly.
- The decrees permit temporary restrictions on constitutional rights such as home inviolability, freedom of transit, assembly and personal liberty which will increase checkpoints, require permits for mass events and raise civil liberties and procurement oversight concerns.
