Peru Weighs Scrapping Lima Transfer Fee as LATAM Warns of Route Cancellations

IATA says the transport ministry is considering dropping the new charge to protect Lima's hub competitiveness.

Overview

  • IATA reported after meetings with the transport ministry that options include removing the TUUA for transfer passengers, arguing the fee would push traffic to hubs like Bogotá and Panama.
  • The transfer charge at Jorge Chávez is scheduled to start on December 7, but the government is still negotiating with the airport concessionaire and no final decision has been announced.
  • LATAM told the ministry it is evaluating canceling four launches in December due to costs and uncertainty: LimaOrlando (Dec 1), LimaCurazao (Dec 2), Lima–Florianópolis (Dec 2) and Lima–Tucumán (Dec 14).
  • The Ombudsman’s Office urged annulling Adenda No. 6 that authorized the fee, citing incurable defects and missing technical and economic support in its approval.
  • Regulator Ositran’s board rejected the methodology used to calculate the charge, and officials such as Tucumán’s governor warned the fee could jeopardize new regional connections.
