Prosecutors Probe Peru’s Prison Chief After Audios Alleging S/80,000 Payoff for Inmate’s Release

Investigators have requested a phonetic analysis to verify the voice in recordings aired by Cuarto Poder.

Overview

  • The complaint was filed by Adela Huamancusi, who says the money was paid to secure the release of her husband, ex-police officer Marcos Quispe Riveros, sentenced to 30 years for aggravated kidnapping in Ayacucho.
  • More than ten recordings were submitted to the Fiscalía, including excerpts where a voice attributed to Iván Paredes promises to return the money, mentions a US$500 deposit, and offers a watch valued at US$800.
  • Media reports state the alleged payments were solicited in 2019–2020 and totaled S/80,000, with promises to reimburse the sum in three parts after the release did not occur.
  • The Anticorruption Prosecutor’s Office has opened an inquiry, and the complainant’s lawyer says Paredes failed to attend four prosecutorial summons.
  • Paredes, appointed INPE chief in July under Decree 009-2025-JUS that eased eligibility requirements, remains in the post and has not responded publicly to the allegations.
