Peru to Keep LimaCallao Emergency in Place Indefinitely as Government Readies Security Plan

Officials say a measurable national security plan will be unveiled this week alongside prison system reforms.

Overview

  • President José Jerí said the emergency for Lima and Callao will continue as long as needed, with a formal decree slated for publication in El Peruano in the coming days.
  • The extension preserves joint operations by the National Police and Armed Forces in high‑risk areas to target extortion, contract killings and other violent crimes.
  • Jerí led patrols in San Martín de Porres and Carabayllo and met Mayor Pablo Mendoza after a reported fifth attack on him, which included a grenade left at his home.
  • Police assigned special protection for the Carabayllo mayor and sent intimidating and extortion messages to intelligence units for analysis.
  • Prime Minister Ernesto Álvarez said the National Citizen Security Plan will be finalized this week with measurable indicators, alongside INPE reorganization, Lurigancho’s reconversion for low‑risk inmates, transfers of high‑risk inmates to Ancón I and Yanamayo, and a specialized subsystem for extortion and kidnapping, with initial results projected for May–June 2026.
