Peru to Declare Emergency in Sullana and Piura, Evaluates Talara

The pledge follows new 60-day emergency orders across border districts focused on hostile groups and border enforcement.

  • President José Jerí said the government will move first on Sullana, then Piura, and is assessing Talara, citing a plan modeled on recent emergency operations in Lima/Callao, La Libertad and border zones.
  • Supreme decrees published on December 6 imposed 60-day states of emergency across border districts in Amazonas, Cajamarca, Madre de Dios, Piura, Puno, Ucayali and Loreto.
  • The measures permit temporary limits on the inviolability of the home, freedom of movement, freedom of assembly and personal liberty under Article 137 of the Constitution.
