Overview
- The Executive published Decreto Supremo Nº 017-2026-MINEDU, which took effect Thursday, formally changing Pronabec’s regulation and setting new eligibility, performance and sanction rules for scholarships and educational credits.
- Under the new rules a beneficiary can lose funding for failing the same course twice or for earning a failing weighted average in any academic period, and scholarship recipients must remain in the top third of their cohort during financed studies.
- Postgraduate applicants must have ranked at least in the top fifth during their undergraduate studies and meet an economic threshold defined as individual monthly income equal to or below five minimum wages.
- Sanctions include repayment of academic and non-academic costs for the last semester for postgraduate losses, a two-year ban on applying to state scholarships or credits for certain postgrad losses, and permanent bans plus full repayment when a student is expelled by firm administrative act.
- The decree includes transitional protections for current beneficiaries, channels implementation funding from Pronabec’s institutional budget, preserves the right to file complaints and student representation, and prioritizes funding for programs the Ministry of Education designates as aligned with national and labor-market needs.
