Peru Starts Enforcing Motorcycle Vest and Helmet Rules in Emergency Zones Today

Rider groups pursue a legal challenge following nationwide protests.

  • The Transport Ministry issued Supreme Decree No. 018-2025-MTC, updating regulations to require distinctive identification vests and certified helmets for motorcycle drivers and passengers.
  • Penalties for not wearing the vest or obscuring the vest’s plate number carry a S/428 fine, 20 demerit points, and vehicle retention under codes G.68 and G.69.
  • Enforcement of the vest requirement is limited to districts formally declared under a state of emergency, as specified in the relevant emergency decrees.
  • Helmet rules now require protective lenses when a helmet lacks a visor, allow non-transparent visors if they are original certified components, and penalize noncompliance under code G.59 with a S/428 fine and vehicle retention.
  • The changes took effect on November 9, following November 8 demonstrations in Lima and other regions, with rider organizations seeking talks with the government and reporting a court filing to challenge the vest mandate.
