Peru Starts 2025 Prison Census Across 69 Facilities

Officials say the results will steer resocialization efforts, labor reintegration, infrastructure investment, public security decisions.

  • Fieldwork is underway to register more than 100,000 incarcerated people through in-person interviews by INEI-accredited enumerators.
  • The rollout began at Lurigancho and prisons in Huánuco, Arequipa, Chiclayo, Cusco and San Martín, with coverage extending to all 69 penitentiaries.
  • INPE established strict security and logistics, deploying more than 360 census takers alongside about 300 institutional staff to support operations.
  • The 28-question form covers demographics, education, migration, health, employment, language, ethnicity, disability and family situation, and includes a count of 133 children under 36 months living with their mothers.
  • In Piura, data collection runs from September 22 to October 17 across the men’s prison, the Sullana women’s facility and the Miguel Grau juvenile center.
