Peru Sets November Start for Fines on Motorcycle Vests and Certified Helmets

Officials frame the rule as a road-safety step to aid police identification in zones previously placed under emergency orders.

  • Sanctions begin on November 17 for vests in areas under internal emergency declarations, with helmet penalties from November 18 there and nationwide from December 18.
  • Each violation carries a S/428 fine, vehicle retention, and demerit points of 20 for vest infractions and 40 for helmet noncompliance.
  • The rules, set by Resolutions 012-2025-MTC/15 and 018-2025-MTC/15, require high-visibility vests with the license plate printed front and back and certified helmets.
  • Riders must wear transparent protective goggles when helmets lack a wind protector or the motorcycle has no windshield.
