Peru Sets AML Rules for Online Betting as AFP Withdrawal Requests Open Oct. 21

The twin moves signal a push for cleaner money flows spanning betting platforms to pension withdrawals.

Overview

  • The Superintendency of Banking, Insurance and AFPs approved Resolution SBS No. 03622-2025, imposing AML/CFT duties on companies operating online gaming and sports-betting platforms authorized by Mincetur.
  • Mincetur’s Directorate General of Casino Games and Slot Machines is assigned to verify compliance and apply sanctions under the applicable infractions framework.
  • The rule bars disclosing that information was requested from or provided to the Financial Intelligence Unit or the supervisor, except to a competent authority, with administrative, civil and criminal liability for breaches.
  • The AFP 2025 extraordinary withdrawal begins October 21 with requests filed only through each administrator’s official site, allowing up to 4 UIT (S/21,400) per affiliate without intermediaries or fees.
  • Applications follow a staggered schedule by the last character of the DNI with a free period from December 4, 2025 to January 18, 2026, and the SBS will issue the operational regulation detailing payout timelines and modalities.
