Peru Sends Cabinet Acta, Congress Opens Fast Track for 66 Delegated Powers

Sending a certified copy of the Council of Ministers acta resolved a formal defect, letting congressional committees begin expedited review of the Executive's request.

Overview

  • The Fujimori government formally sought 66 temporary legislative powers for 120 days in a package submitted on Friday, August 28, covering security, administrative simplification, employment and productive development.
  • The Chamber of Deputies issued a formal observation on Monday, August 31 because the original submission lacked the certified acta proving the Cabinet had approved urgent processing.
  • Hours after the observation the Executive fixed the omission by sending Oficio N.° 246-2026-PR with a certified copy of the 27 August Council of Ministers acta that records unanimous approval and the request for urgent treatment.
  • With the acta added to the file the Constitution Committee declared itself in sesión permanente to fast-track hearings, and ministers are due to appear to present and defend each proposed faculty.
  • The package includes a politically sensitive proposal to repeal Law N.32645 that created the Colegio Profesional de Artistas del Perú, a measure that may split votes within the ruling bloc and affect artists who lack formal degrees.
