Peru Seeks 60-Day Legislative Powers for Crime Crackdown and Economic Reforms

Congress now weighs granting a 60-day delegation that would let the Executive legislate by decree within a defined agenda.

Overview

  • The Executive formally submitted the request to Congress, which is reviewing the petition and a package of 58 measures.
  • Twenty-six security initiatives include creating the Specialized Subsystem Against Extortion and Related Crimes (SEEDC) to target extortion, contract killings and kidnapping.
  • The plan seeks faster justice services and stronger operational capacity for the National Police, the Prosecutor’s Office and the Judiciary to respond to high-impact crime.
  • A penitentiary overhaul would restructure INPE by establishing the National Superintendency of Internment and Resocialization (SUNIR) to tighten prison control and block criminal coordination from jails.
  • Twenty-four economic measures aim to reinforce fiscal sustainability, raise competitiveness and accelerate public and private investment, including faster execution of strategic infrastructure.
