Overview
- The Executive formalized Decreto Supremo N° 018-2026-MTC on Tuesday, September 15, 2026, making the 500 numeric series mandatory for any call or SMS sent for commercial or advertising purposes.
- Telecom operators have 180 calendar days from the rule's entry into force to change their networks and systems, a deadline that runs through March 2027 and precedes active enforcement.
- The MTC will assign initial blocks of numbers to operators—up to five blocks of 1,000 each—and firms may request more only after showing at least 70 percent use of an existing block.
- Providers must ensure the full 500 number appears on recipients' phones, guarantee routing and traceability, submit monthly and semiannual reports to the MTC, and face very serious sanctions for failures.
- The rule develops Law No. 32323 to curb aggressive commercial practices, creates a public Registry of Assignment for transparency, and gives Indecopi and the communications enforcement directorate tools to hold companies and third‑party marketers to account.
