Peru Puts New Motorcycle Safety Rules Into Force, Limiting Vest Fines to Emergency Zones

The decree focuses penalties and gear requirements on declared emergency areas to bolster policing.

  • Decreto Supremo N.º 018-2025-MTC took effect on November 9, updating requirements for distinctive vests and helmets for motorcycle riders and passengers.
  • Fines for not wearing the vest with plate number or obscuring it (codes G.68 and G.69) apply only within areas under a state of emergency when specified, carrying S/428 penalties, 20 demerit points, and vehicle retention.
  • Helmets without visors now require protective lenses, visor tinting is allowed if factory-certified, and facial protection elements are permitted, with noncompliance classified as code G.59 and fined S/428 with vehicle retention.
  • A separate decree (DS N.º 127-2025-PCM) already prohibits carrying a passenger on L1 and L3 motorcycles, as police, armed forces, and local patrols intensify identity checks and vehicle controls in Lima and Callao.
  • Motorcyclist groups marched in Lima after stalled talks, rejecting the vest mandate and opposing a congressional proposal to suspend or restrict motorcycle circulation in emergency zones while seeking dialogue with the government.
