Overview
- Authorities published the operational plans on November 5, specifying road closures, two security rings, precontrol points and timed entry gates for Lima (measures start the night of November 10).
- Lima's Plan León sets a vehicle-restriction quadrant bounded by Tacna, Emancipación, Abancay and Nicolás de Piérola and limits Plaza Mayor attendance to 12,000 on November 11 and 15,500 on November 12.
- Police officials say 15,000–16,000 officers plus more than 1,000 municipal workers will enforce the perimeters, monitor with over 1,000 cameras and use cordoned entry routes for invited guests, press and the public.
- Chiclayo will follow a two-stage plan with partial perimeter controls from November 10–12 and full closures of key avenues from November 13 until the morning of November 15, and residents or businesses will need DNI to enter restricted zones.
- The plans preserve limited transit services — Tacna and Jirón de la Unión Metropolitano stations will remain open — while organizers use QR codes, large screens and designated parking and bus routes to manage crowds and access at Pimentel and Zaña.
