Peru Prosecutor Opens Preventive Case Over Liga 1 Refereeing

Prosecutors say the move aims to restore public trust, head off possible fan disturbances.

Overview

  • The 4th Specialized Prosecutor's Office in Lima opened Carpeta Fiscal N.° 351-2026 Thursday and ordered the Federación Peruana de Fútbol (FPF) and the Comisión Nacional de Árbitros (CONAR) to strengthen supervision of referees and the VAR.
  • As part of the procedure the Fiscalía requested that CONAR publish 100% of audio recordings of interactions between on-field referees and VAR operators for plays deemed controversial so decisions can be reviewed openly.
  • The intervention was triggered by repeated protests from Alianza Lima and a formal complaint from former club president Carlos Franco Chipoco, who named several referees in his filings.
  • The Fiscalía characterized the action as a preventive measure aimed at reducing the risk of public-order disturbances at matches and noted that it is not a finding of criminal guilt against the officials named.
  • If FPF and CONAR do not adopt the requested measures the case could prompt institutional changes to VAR procedures, raise legal and privacy questions about audio release, and require new protocols for referee oversight.
