Peru Police Capture 2005 Arson Suspect in Puno and Detain Alleged Attempted Femicide Attacker

  • Divincri Arequipa arrested Andrés Ylachira Chambilla, 67, the night of September 21 in Chichillapi, Puno, under Plan de Operaciones N.º 57 after targeted intelligence work.
  • He appeared on the Interior Ministry’s reward program with S/20,000 offered for his location for an alleged role in a 2005 attack tied to a land dispute that left one man dead and another severely burned.
  • The intervention occurred near a residence in the Chichillapi population center, sector Faruyo, district of Santa Rosa, province El Collao.
  • In a separate case, a 17-year-old was stabbed outside the Santa Rita de Siguas market and was transferred from the Majes hospital to the Honorio Delgado Espinoza regional hospital in Arequipa.
  • Alleged attacker Fernando Quispe Cahua, 21, turned himself in hours later, confessed, was detained for attempted femicide, and was placed before the specialized prosecutor, who is expected to seek preventive detention.
