Peru PM Álvarez Requests Oct. 22 Plenary to Present Policy and Seek Confidence Vote

The confidence debate will gauge the transitional cabinet's backing.

Overview

  • Ernesto Álvarez sent a formal letter to Congress proposing a plenary session on Wednesday, Oct. 22 at 4:00 p.m. to outline his program and request a vote of confidence.
  • The request cites Article 130 of the Constitution, which requires the prime minister and cabinet to present the government's general policy and then seek a confidence vote within 30 days of taking office.
  • The letter was addressed to Congressional Speaker Fernando Rospigliosi of Fuerza Popular and was delivered on Friday, Oct. 17.
  • Álvarez, sworn in on Oct. 14 with an 18-member cabinet that President José Jerí called a "transition and reconciliation" team, is a former head of the Constitutional Court who took leave from the Partido Popular Cristiano.
  • Security is set to be central after Álvarez announced plans for measures toward a state of emergency in Lima and condemned the protest death of Eduardo Ruiz as a homicide, pressing authorities who later identified the police shooter as Luis Magallanes.
