Peru Orders Military Registration at 17, Sets 5% UIT Fine for Those Who Skip It

The decree links compliance to a penalty regime with a waiver tied to completing barracked service.

Overview

  • Supreme Decree No. 018-2025-DE updates the Regulation of Law No. 29248 to tighten processes for registration, call-ups, training and discharge.
  • All citizens must enroll in the Military Registry upon turning 17 and before 18, with non-registrants classified as omisos.
  • Omisos must pay a 5% UIT fine—S/275 at current value—at Banco de la Nación to the relevant armed branch unless they complete Barracked Military Service within the legal term.
  • Registration is free and can be done online via the Defense platform or in person at Army, Navy or Air Force offices with only a DNI.
  • The reform offers orientation-only training for discharged servicemembers through Defense–Transport agreements and authorizes the Executive to extend reserve instruction for national security.
