Peru Moves to Unlock US$40 Billion in Mining Projects

Minem unveiled procedural, royalty and emergency fuel measures meant to convert planned investments into local services and reduce social conflict.

  • Minem announced the package at the GESS 2026 forum on Tuesday, August 18, and set a goal to advance US$40 billion of a national mining and energy portfolio valued at roughly US$64 billion over the next five years.
  • The ministry proposed a major permit reform to speed approvals for about 14 stalled projects by shortening procedures and using technology and artificial intelligence while saying environmental standards will be kept.
  • A plan to change the canon minero would require a share of mining royalties to flow directly to communities near operations and include measures to strengthen local governments’ capacity to deliver infrastructure.
  • The agenda couples investment moves with a pledge to fight illegal mining and several immediate energy actions, including a targeted diesel subsidy, a state of emergency in Ucayali to add fuel tanks, rural electrification and continued Petroperú restructuring under Proinversión.
  • Implementation will require legal and fiscal steps plus stronger coordination among national agencies, companies and local authorities, and success will be judged by whether projects produce visible services, reduce conflicts and curb illegal activity in the Amazon and Andes.
