Peru Moves to Create Winchinkim District on Ecuador Border

The executive says the new district will boost state presence to curb cross‑border crime while providing local budget autonomy for Wampis communities.

Overview

  • The Presidency of the Council of Ministers approved the technical file and project of law to create the Winchinkim district in Condorcanqui and prepared the dossier to be sent to Congress for debate and possible promulgation.
  • The Secretaría de Demarcación y Organización Territorial found the plan technically viable and the move follows a June supreme decree that declared territorial organization of the border strip a matter of national interest.
  • The government says Winchinkim will strengthen sovereignty and security on the PeruEcuador frontier and help combat contraband, illegal mining and informal logging by enabling a permanent institutional presence.
  • The proposal would give roughly 4,000 residents, mainly from the Wampis people, a local municipal government with budgetary autonomy to access services and public investment.
  • The Ministry of Economy and Finance issued an unfavorable opinion on fiscal sustainability while Foreign Affairs, Defense and Interior backed the project, creating a policy split that Congress will likely need to resolve before the district can be established.
