Overview
- The Juntos por el Perú bloc on Saturday presented a bill to extend the Registro Integral de Formalización Minera (Reinfo) until December 31, 2030, updating an earlier 2028 proposal and tying the extension to the future enactment of Ley MAPE.
- The Executive has proposed a replacement, the Ley MAPE, as a comprehensive law for small and artisanal mining but that project faces resistance in the Chamber of Deputies’ Energy and Mines Commission.
- Reporting shows organized lobbying by informal mining guilds, at least 43 entries of Reinfo-registered people into Congress, and public events such as an Abancay assembly that pushed for the Reinfo extension.
- Critics say extending Reinfo would keep protections that let informal or illegal operators avoid financial and tax scrutiny and continue environmental harm to rivers and communities, while supporters call for simpler formalization steps and a national census of small miners.
- The dispute now moves to the Energy and Mines Commission where JP holds influence and to the Constitutional Tribunal, which will consider a legal challenge from the Colegio de Abogados de Loreto on November 12, 2026.
