Peru Launches Formal Structuring for Lima Metro Lines 3 and 4

MTC, ATU and ProInversión will run APP studies and hire a project management office to set financing, technical and land plans before any tenders or construction begin.

  • The MTC and the Autoridad de Transporte Urbano signed a collaboration with ProInversión on Wednesday, July 8, 2026 to start formal structuring of Metro Lines 3 and 4 under the Public‑Private Partnership (APP) model.
  • The agreement calls for hiring a Project Management Office to produce technical and financial designs, prepare inputs for the APP evaluation report, and identify land and interference strategies prior to tendering.
  • Media reports cite a preliminary combined investment estimate above US$10 billion for both lines and the MTC says the projects could benefit more than seven million residents by cutting travel times across Lima and Callao.
  • Separately, ATU published elements of its Plan de Movilidad Urbana 2025–2045 that propose an eight‑line teleférico network of about 46.8 km to link peripheral, hillside districts with metro, Metropolitano and BRT stations and serve roughly 950,000 people.
  • Both the Metro and teleférico moves are at the planning and formulation stage with the next steps being study completion, APP evaluation, right‑of‑way management and resolution of technical interferences before any procurement or construction can start.
