Peru Judicial Board Removes Two Judges Over Contested 13-Kilo Gold Ruling

The Junta Nacional de Justicia said dismissal was the only fitting sanction after finding the court did not inform the Asset Forfeiture Prosecutor before ordering the return of seized gold.

Overview

  • The JNJ unanimously voted to dismiss judges Richard Condori Chambi and Víctor Alberto Paredes Mestas in a decision taken on October 16–17, 2026, concluding a multi-year disciplinary process.
  • The action responds to a August 31, 2023 ruling by the Juzgado Colegiado Supraprovincial de San Román that ordered the release of two prosecuted women and the return of more than 13 kilos of gold seized in 2013.
  • The JNJ faulted the court for not notifying the Fiscalía de Extinción de Dominio, the prosecutor’s office that handles measures over seized assets, which the board said prevented safeguards for the gold.
  • A colleague on the panel, Milton Huallpa Macedo, accused the two judges of changing the agreed vote and applying pressure to stop the ruling from being filed, claims that featured in the disciplinary record.
  • The board presented the dismissals as an exemplary sanction to restore trust in the judiciary, the disciplinary report was elevated on October 6 by director Rafael Manuel Ruiz Hidalgo, and the court will need to reconstitute the chamber after the removals.
