Peru Issues Red Alert for Intense Rains on North Coast and Highlands

The advisory warns of likely floods and landslides that could strain emergency services and disrupt food supplies into 2027.

Overview

  • Senamhi issued Aviso N.° 440, a red-level meteorological advisory that runs Oct. 27–29 and warns of strong to extreme rainfall, hail, lightning and gusts up to about 40 km/h across 11 departments.
  • Heavy rain pulses already flooded streets, forced five schools in Tumbes into virtual classes and damaged about 15 homes in Ayabaca, Piura, exposing immediate risks to people and local infrastructure.
  • Indeci and the COEN activated preparedness guidance while the government is mobilizing river desilting, movable bridges, five navy vessels and about 13,000 military personnel for contingency operations.
  • Senamhi and local officials say monitoring is weak where hydrological stations were stolen or damaged and they urged municipalities to install weather stations to improve local early warning.
  • Midagri and scientists say this event is an extraordinary El Niño with ocean temperatures above past comparators and that agricultural losses could persist into the first half of 2027, threatening export and domestic crops and raising supply risks.
