Peru Imposes Dual 60-Day Emergencies for Crime in Pisco and Heavy Rains in 382 Districts

Authorities are ordered to mount coordinated operations with temporary rights limits using only existing budgets.

Overview

  • On January 9, the government issued DS 004-2026-PCM for Pisco’s security crisis and DS 003-2026-PCM for intense rains, each in force for 60 days.
  • The Pisco decree puts the National Police in charge with Armed Forces support, creates a Unified Operational Coordination Command chaired by the Ica police chief, and adds a local Public Order division led by Colonel Daniel Elías.
  • Both measures allow restrictions on inviolability of the home, freedom of movement and assembly, and personal liberty, and require prior authorization for mass events.
  • The rain-related emergency covers 382 districts in 20 regions based on SENAMHI, CENEPRED and ENFEN warnings, with INDECI and the Defense Ministry coordinating prevention, response and rehabilitation financed from institutional budgets.
  • Early actions include Mindef/INDECI mobilization for river clearing and early warning, while a bus shooting linked to extortion in Huarochirí and intensified police raids in Piura highlight continuing security challenges.
