Overview
- The order covers the districts of Piura, Castilla, Veintiséis de Octubre, Catacaos, Sullana and Bellavista, plus the provinces of Paita and Talara.
- During the measure, the National Police lead internal order with Armed Forces support and will target intervention areas using intelligence, statistics and crime maps.
- Within 24 hours a Unified Operational Coordination Command and permanent committees for district coordination, intelligence, oversight and strategic communication must be activated under 24/7 operations, with municipal Serenazgo integrated.
- Special controls include stricter prison visits (weekly for ordinary regimes and biweekly for closed regimes), power cuts to cell outlets, coordinated seizures of illicit phones and SIM cards, and the dismantling of illegal antennas.
- Local officials and business leaders welcome action but warn it will fall short without more personnel, stronger intelligence and dedicated funding, though the decree allows financing from institutional budgets and extraordinary MEF allocations.
