Peru Imposes 60-Day Emergency in Border Regions, Launches Joint Police–Military Operations

Officials cite illegal mining, hostile armed groups, irregular migration across Amazonian corridors.

  • The decrees took immediate effect for 60 days across districts in Amazonas, Cajamarca, Madre de Dios, Piura, Puno, Ucayali and Loreto, with additional critical areas designated in La Libertad, Madre de Dios and Loreto.
  • A Unified Command has been activated to lead coordinated deployments, including planned riverine interdiction on the Putumayo and Yavarí to tighten border controls in Loreto’s Putumayo and Mariscal Ramón Castilla provinces.
  • In La Libertad’s Pataz province, a nightly curfew from 22:00 to 05:00 is in place and the Armed Forces assume internal order, with measures aimed at networks tied to illegal mining.
  • The orders authorize National Police and Armed Forces interventions under existing use‑of‑force laws, while Article 137 allows temporary limits on domicile inviolability, movement, assembly, and personal liberty; large public events now require permits.
  • Internal order in specified Madre de Dios districts will be led by the National Police with military support, and the south border, including Tacna, will see reinforced patrols and identity checks in response to irregular migration.
