Peru Health Ministry Restricts Pharmacies, Bans Non‑Pharmaceutical Sales and Services

The ministry frames the tighter rules as a sanitary‑safety measure aligned with current pharmaceutical law.

Overview

  • Resolution Ministerial No. 734-2025/MINSA, published in El Peruano, is now in force for pharmacies, boticas, pharmacies in health facilities and botiquines nationwide.
  • The measure repeals the 2015 directive and replaces it with an updated list of activities that are no longer permitted inside these establishments.
  • Prohibited products include foods, animals, cigarettes and e‑cigarettes, combustibles, insecticides, hardware materials, veterinary medicines, furniture, paints and plants, with exceptions for water, electrolyte drinks and special‑diet foods.
  • Most clothing and footwear are barred, with allowances only for neonatal items and disposable hospital use such as patient garments and protective wear.
  • Non‑pharmaceutical services are banned, including clinical analyses, medical consultations, internet booths, lotteries and entertainment machines, beauty and personal care services, and clinical sample collection, with violations subject to administrative sanctions and a fine of one UIT (S/5,350).
