Overview
- President Keiko Fujimori promulgated Law No. 32743 and the Diario Oficial publication on Thursday, October 22 started a 90-day clock for the Executive to issue legislative decrees.
- The law delegates 27 specific matters to the Executive, dividing them into 12 security topics and 15 measures tied to the El Niño phenomenon and economic reactivation.
- Authorized security actions include changes to migration and nationality rules, strengthened device identification and geolocation, updates to firearms rules, penitentiary reform and limited temporary use of the Armed Forces for external prison security, while the law bars creating new crimes or cutting due-process protections.
- For El Niño response the law lets INDECI deliver direct humanitarian aid during the first 15 days, speeds land acquisition and project execution, simplifies administrative steps and allows agrarian and water-sanitation measures, and it requires sector ministers to report on each decree within 60 days.
- All decrees must be issued within the 90-day period, will remain subject to the National Control System and Senate oversight, and their concrete effects on public safety and local recovery will hinge on the precise measures the Executive adopts.
