Peru Formalizes Mandatory Protocol for Handling Bodies in Disasters

The new resolution requires public agencies to standardize recovery, identification and disposition procedures, protect public health, improve chances that families locate and reclaim remains during an active El Niño alert

Overview

  • The Presidency of the Council of Ministers’ Secretariat for Disaster Risk Management published Resolución N.° 005-2026-PCM/SGRD on Sunday formalizing the “Lineamientos para la Gestión y el Manejo de Cadáveres y Restos Humanos” as a mandatory framework.
  • The rules are integrated into the National System of Disaster Risk Management and linked to the Plan Nacional de Operaciones de Emergencia to coordinate action by national, regional and local authorities.
  • The protocol sets four sequential phases—planning and coordination, field recovery and transport, forensic identification, and formal delivery or temporary burial—to guide all corpse-management operations.
  • The resolution assigns exclusive forensic authority to the Instituto de Medicina Legal y Ciencias Forenses, directs RENIEC to deploy mobile AFIS units for post-mortem biometrics, and tasks the armed forces, police and health services with rescue, transport and biosecurity duties.
  • Implementation gaps remain because INDECI had kept the draft under preparation, and agencies will need refrigeration, dry-ice supplies, AFIS mobiles, trained personnel and tested interagency plans as the rule takes effect during an active ENFEN El Niño alert and after wildfire fatalities this year.
