Overview
- On Sunday the government published Supreme Resolution N.° 145‑2026‑JUS to officially expand the active extradition request for Erick Luis Moreno Hernández, known as 'El Monstruo', and the document bears the signatures of President José María Balcázar Zelada, Justice Minister Luis Jiménez and Foreign Minister Carlos Pareja.
- The resolution specifies the Penal Code provisions Moreno will face, including organization criminal (article 317 numerals 1–3), attempted homicide (article 106 in concordance with article 16), injuries (article 121) and extortion (article 200 numerals 1, 6 and 9).
- The Public Ministry alleges Moreno led the group 'Los Injertos del Cono Norte' and links him to high‑profile incidents such as the reported abduction of a minor in Comas, the May 2024 kidnapping of businesswoman Jacqueline Salazar, and the October 2025 Agua Marina concert shooting.
- Moreno arrived in Peru from Paraguay on January 29 after earlier extradition requests; the government had previously sent multiple requests to Paraguay covering kidnapping, organized crime, extortion and aggravated robbery.
- By formalizing the charges under the 1997 Peru–Paraguay Extradition Treaty and domestic procedure rules, the resolution clears the legal path for Peruvian courts to open prosecutions, collect testimony from victims and pursue related investigations that could lead to trials and further arrests.
