Peru Finalizes 2026 Public-Sector Pay Raises Effective January 1

The MEF set the rises by decree under the centralized 2025–2026 bargaining framework, with a S/15,600 cap and registry requirements.

Overview

  • Workers under D.L. 728 (national and regional) and the Civil Service Law 30057 will receive S/53 more per month, while CAS staff (D.L. 1057) and the penitentiary career (Law 29709) will get S/100.
  • Local-government employees under D.L. 728 gain an additional S/100, and D.L. 276 administrative groups in municipalities and decentralized bodies receive S/100 via the centralized negotiation.
  • The increases are remunerative and pensionable, count toward gratifications and CTS, and are adjusted so total monthly income does not exceed S/15,600.
  • Payment depends on registration in the AIRHSP, and for D.L. 276 in municipalities it requires each council to implement the mandated income structure.
  • Coverage is estimated at roughly 600,000 state workers, and a separate decree (D.S. 328-2025-EF) updates the Monto Único Consolidado for D.L. 276 at national and regional entities.
