Peru Extortion Reports Hit Record High as Police Launch Offensive Unit

Convictions remain scarce despite the launch of a new police unit.

Overview

  • The Interior Ministry’s observatory logged 23,213 extortion complaints from January to October 2025, the most since at least 2018.
  • Lima recorded 9,750 complaints and La Libertad 3,789, with Trujillo and Pataz still under states of emergency first declared in 2023.
  • Cases are being reported at roughly one every 19 minutes, averaging about 76 complaints per day nationwide.
  • The National Police created a Division of Investigation of Extortion led by Colonel Víctor Revoredo, who pledged to move operations from defense to offense.
  • Accountability lags sharply, with INPE data showing only 11 extortion sentences between January and July 2025 and prosecutors reporting 1,142 phones and 258 CPUs/USBs awaiting analysis.
