Peru Extends State of Emergency in Five High‑Security Prisons for 60 Days

It gives police backed by the armed forces expanded perimeter, access and electronic controls to curb contraband to prevent escapes.

Overview

  • The government published Decreto Supremo N.º 148-2026-PCM on Tuesday, November 3, and the 60-day extension takes effect on November 5 for Challapalca, Cochamarca, Miguel Castro Castro, Ancón I and Trujillo Varones.
  • The Policía Nacional del Perú will lead control of internal order with support from the Armed Forces while the Instituto Nacional Penitenciario retains administration and custodial responsibility.
  • Authorized joint interventions include perimeter protection up to 200 meters, access control, intelligence operations and permanent seizures of prohibited items such as SIM cards, cellphones and weapons.
  • The decree permits temporary restriction or suspension of freedom of transit, freedom of assembly and personal security within the 200-meter perimeter for people entering or circulating there while requiring respect for detainees’ life, health, defense and due process rights.
  • The PNP must deliver a detailed report to the interior minister within five working days after the extension ends and the measures aim to reduce contraband and escapes though they will be monitored for legality and rights safeguards.
