Peru Extends Petroperú’s Z-69 License Six Months as State Oil Leadership Is Overhauled

The six-month decree preserves production pending a new operator.

Overview

  • The Executive issued Supreme Decree No. 022-2025-EM granting Petroperú a six-month extension to operate offshore Lot Z-69, running to May 2026 or until a new contract is signed.
  • Perupetro and Petroperú signed the contract addendum to formalize the extension, which requires a minimum 3,045 barrels per day in the final month and updates the royalty scheme.
  • The government replaced Perupetro’s president via Supreme Resolution No. 016-2025-EM, appointing Carlos Isaac Bianchi Ramírez to succeed Pedro Chira.
  • Petroperú’s shareholders installed a new board led by Luis Alberto Canales Gálvez, accepting the prior directors’ resignations and naming three additional members.
  • Perupetro said it will relaunch the public call for a long-term operator after the previous tender drew no bids, as unions continue to press for job protections and longer-term certainty.
