Peru Expands Crackdown on Informal Transport With 1,675 Removals in Lima/Callao and 56 in Piura

Officials frame the drive as restoring order on key corridors through sustained joint enforcement.

  • ATU reports 1,675 informal vehicles removed so far in 2025 across Lima and Callao’s corridors: 688 on the Blue route, 616 on the Red, and 371 on the Purple.
  • Operations on the Blue corridor were conducted with National Police support across avenues Alcázar, Prolongación Tacna, Tacna, Garcilaso de la Vega and Arequipa.
  • In Piura, a week of municipal actions took 56 unauthorized units off the streets—mototaxis and cars—impounding them under local ordinances and DS No. 017-2009-MTC after interventions in central arteries and the Tres Culturas area.
  • Most vehicles intervened were autos and minivans operating as unauthorized colectivos, with authorities citing risks to road safety, congestion and unfair competition.
  • An emblematic case involved a minivan ACG-226 with about S/300,000 in fines and more than 20 infractions, whose unlicensed driver resisted removal in San Miguel, as agencies vow to continue the operations.
