Peru Establishes High‑Level 'Perú en Orden' Commission to Coordinate Security Policy

Created to centralize an intelligence-focused approach and oversight for public security, the body must be installed within ten business days and supported by a new Technical Secretariat.

Overview

  • The government published Supreme Decree No. 141-2026-PCM on Wednesday creating the Comisión Multisectorial de Alto Nivel “Perú en Orden” to supervise executive actions on insecurity.
  • Prime Minister Luis Galarreta will chair the commission and it includes the ministers of Interior, Defense, Justice and Foreign Affairs: Rafael Belaúnde, César Astudillo, Ernesto Álvarez and Carlos Espá.
  • The decree gives the commission powers to coordinate policy, propose measures, promote information sharing between public and private actors, and follow up on agreements without assuming operational command of security forces.
  • A Technical Secretariat will be set up to manage implementation and information flows, and all executive entities are obliged to provide the data and support the commission requires.
  • President Keiko Fujimori announced the move at a police ceremony and said the commission signals a renewed, intelligence-led strategy and public backing for the Policía Nacional, with next steps focused on installing the body and operationalizing coordination.
