Peru Enacts PPP Law to Unblock Over $30 Billion in Projects

The Economy Ministry is drafting a regulation due within 60 days that will set the operational rules for the new investment framework.

Overview

  • Congress formalized Law No. 32441, published in El Peruano, to govern private investment via Public-Private Partnerships and Projects in Assets.
  • Economy and Finance Minister Raúl Pérez Reyes says the reform could enable a portfolio exceeding $30 billion across transport, sanitation, health, education and energy.
  • The statute strengthens ProInversión by allowing it to act as a concedent so it can directly lead complex project execution.
  • The framework reduces timelines for technical studies, streamlines approval phases and allows controlled contract modifications to speed delivery.
  • The MEF will define national policy for APP and PA and is preparing the implementing regulation, with congressional president José Jerí having signed the law’s autógrafa.
