Peru Enacts Military Registration at 17, Sets 5% UIT Fine for Late Sign-Ups

The measure pairs stricter registration with easier access to enlistment to keep an accurate roster of military-age Peruvians.

Overview

  • Registration is free and can be completed online via a Defense platform or in person at Army, Navy or Air Force offices using only a DNI.
  • Those who miss the deadline must pay a penalty equal to 5% of the UIT—reported as about S/275—at Banco de la Nación to the relevant armed force, a charge waived if Servicio Militar Acuartelado is completed within the legal period.
  • Young people listed as omisos may still join Servicio Militar Acuartelado without presenting a prior registration certificate or military booklet at the call-up.
  • The reform adds orientation-focused technical training for licenciados in terrestrial and aquatic transport coordinated with the Transport Ministry, which does not confer formal certification or licenses.
  • The decree authorizes the Executive to extend Reservist training for national security reasons and updates procedures to align the regulation with Law No. 31488.
