Peru Enacts Law to Convert Cusco’s Velasco Astete Airport Site Into a Metropolitan Park

The conversion will proceed only after Chinchero opens, with a free land transfer mandated to the Cusco municipal government.

Overview

  • Law Nº 32533, published on December 24, requires the Alejandro Velasco Astete airport property to become the Parque Metropolitano del Cusco once operations end.
  • CORPAC and competent authorities must carry out the actions needed to transfer the land at no cost to the Municipalidad Provincial del Cusco.
  • The new park will be managed as an inalienable, unattachable, imprescriptible and intangible public space under Law Nº 31199, with technical assistance from the Housing and Environment ministries and alignment with Cusco’s metropolitan plans.
  • Velasco Astete will close only after the Chinchero International Airport begins service, with the Transport Ministry indicating a construction contract is expected in Q1 2026 and operations likely in late 2027 or early 2028.
  • The measure stems from Bill 6989/2023-CR promoted by Congressman Luis Aragón Carreño, passed with 83 votes in favor, 3 against and 5 abstentions, and was exonerated from a second vote, with lawmakers saying it enables key administrative, urban and environmental steps.
