Peru Enacts Law Redefining Passport Types With Transition to 2026

The law triggers a 120‑day rewrite of rules ahead of a full switchover on July 1, 2026.

Overview

  • Law 32457, published in El Peruano, establishes four passport categories: ordinary, official, diplomatic and emergency.
  • Until July 1, 2026, the Foreign Ministry will continue issuing salvoconductos and the current special passport before shifting to the official and emergency designations.
  • Emergency passports will be issued by consulates abroad when an ordinary passport cannot be provided to allow travel continuation or return, with exceptional access for unregistered minors born overseas to Peruvian parents.
  • Migraciones reports renewed issuance equipment, greater booklet stock, expanded service locations and extended hours to reduce queues and speed delivery of the electronic passport.
  • Since May 2025, about 100,000 appointment slots have been released monthly with a fee of S/120.90 and standard requirements, and delivery ranges from same day to within 60 days depending on the procedure.
