Overview
- The Executive published a supreme decree on Saturday declaring a 60‑day state of emergency for Challapalca, Cochamarca, Miguel Castro Castro, Ancón I and Trujillo Varones to strengthen security around those facilities.
- The decree gives the Policía Nacional, with Armed Forces support, authority to secure exterior perimeters up to 200 meters, control access, protect immediate airspace and the electromagnetic spectrum, and carry out sustained seizures of phones, SIM cards and weapons.
- Operational command keeps the INPE in charge of internal custody while PNP leads exterior security and coordinates permanent raids with INPE’s GOES special operations unit.
- The government justified the intervention with a Ministry of Justice technical report that found 156% overpopulation in the system, a ratio of about 45 inmates per security agent and that the five prisons hold roughly half of inmates linked to criminal organizations.
- The Executive accepted Raúl Inga’s resignation and appointed Abraham Lescano to lead INPE, and officials say the measures will run for 60 days while the government awaits additional legislative faculties from Congress that could extend or deepen reforms.
