Peru Declares 60-Day State of Emergency in Pisco to Confront Insecurity

Police assume internal order with military support under a unified command launching 24/7 coordination for targeted operations.

Overview

  • The measure was enacted by Supreme Decree No. 004-2026-PCM, published in El Peruano and signed by President José Jerí, Prime Minister Ernesto Álvarez and the ministers of Defense, Economy and Finance, Interior, and Justice and Human Rights.
  • During the emergency the National Police is responsible for internal order with Armed Forces support, operating under a unified command presided by the Ica police chief.
  • The decree creates district coordination, intelligence, fiscalization and strategic communication committees and places the Ica and Pisco security councils in permanent session with a round-the-clock coordination center.
  • Security actions target critical zones identified by crime maps, deploying temporary command posts, visible vehicle presence, foot and motorized patrols, identity checks and searches for wanted individuals.
  • Prosecutors will participate in operations to seize illegal weapons, ammunition, explosives and pyrotechnics, and mass public events require prior authorization while non-mass activities may proceed without a permit.
