Peru Declares 60-Day State of Emergency in Parts of Piura to Confront Violent Crime

A 24/7 unified command will run intelligence-led operations with military support under temporary civil-liberty limits.

Overview

  • Decree Supreme No. 146-2025-PCM was published on December 25 and immediately put the measure into effect for 60 days.
  • The order covers the districts of Piura, Castilla, Veintiséis de Octubre and Catacaos; Sullana and Bellavista; and the provinces of Paita and Talara.
  • The National Police retains control of internal order with Armed Forces and municipal Serenazgo support, executing targeted patrols, identity checks, weapons seizures and territorial control based on crime maps and intelligence.
  • The decree permits temporary limits on inviolability of the home, freedom of movement, assembly and personal liberty, requires prior authorization for mass events and imposes tighter prison controls plus actions against illicit telecommunications.
  • A Comando de Coordinación Operativa Unificada and specialized committees must operate around the clock, report results to the Interior Ministry and deliver a final report to top state authorities, with funding drawn from institutional budgets and possible Economy Ministry allocations.
