Peru Declares 60-Day State of Emergency in Parts of Piura to Confront Organized Crime

Police assume operational control with military support under a new unified command.

Overview

  • The decree covers the districts of Piura, Castilla, Veintiséis de Octubre and Catacaos; the districts of Sullana and Bellavista; and the provinces of Paita and Talara for 60 days.
  • Certain constitutional rights may be restricted under Article 137, including home inviolability, freedom of movement, freedom of assembly, and personal liberty and security, with mass events requiring prior authorization.
  • A Unified Operational Coordination Command must be formed within 24 hours with indelegable members, led by the Piura police chief and joined by military, judicial, prosecutorial and local authorities.
